Fremont Police Department Shares Strategic Plan for 2024-2027 

The Fremont Police Department recently established a Strategic Plan for 2024-2027, built on our 2021 Chief’s Transition Plan and community feedback. Consistent with the priorities of our community, City leadership, and others, this plan guides us toward the desired future for the Police Department and our community and outlines five goals to achieve our objectives.

Strategic Goal 1: Mitigate Impacts of Crime and Enhance Community Safety

To ensure community safety, the Department will further develop crime mitigation strategies, enhance our critical incident and preparedness response with multiple tactics, and enhance traffic safety initiatives. The department will continue working with City staff to address homelessness-related concerns and strengthen our cooperative relationship with the school district to enhance the safety of students and staff.

Strategic Goal 2: Enhance Recruitment and Retention Strategies

In our highly competitive job market, we want to recruit and retain quality staff that reflects our community. We’ll do this by reducing departmental vacancies, celebrating employee milestones, and seeking qualified and competent individuals by embracing diversity which includes increasing female representation.

Strategic Goal 3: Provide Staff Support: Wellness, Training, Mentoring, and Succession Planning

All our goals start with our employees, so investing in wellness and professional development is a top priority. In addition to reviewing our wellness and physical fitness policies, we’ll also expand in-house leadership training and implement a formal mentoring program to help our Department better serve our community.

Strategic Goal 4: Work to Enhance Operational Excellence, Efficiency, and Accountability

Being awarded a Commission on Accreditation for Law Enforcement Agencies (CALEA) accreditation is a clear pathway to achieving our service objectives. To accomplish this, we will conduct various studies and reviews of policies and departmental strategies, seek to upgrade and modernize equipment and areas within the police campus, enhance Animal Service offerings, and continue identifying fleet needs and opportunities to more fully support our community.

Strategic Goal 5: Seek Additional Community Engagement and Communication Opportunities

Community engagement is the lifeblood of our agency. As such, we will continue to enhance transparency initiatives, expand the use of digital and social media platforms, and improve community partnerships to include local businesses. These opportunities will better prepare our Department to serve our community transparently.

Implementation and Evaluation of the Strategic Goals

As we work toward the objectives outlined in this Strategic Plan, we will hold ourselves accountable, utilizing specific metrics to track our success, while remaining flexible as priorities may shift. Each year, we will provide a status update to City leadership and adjust as needed to achieve our public safety objectives.
