Office of the Chief

Led by Chief Sean Washington, the Office of the Chief oversees all aspects of the police department and the Office of Professional Standards and Accountability. The office is also dedicated to providing internal support services to the organization. The office manages Business Services and the Special Investigator to the Chief, and oversees the Chief’s Community Advisory Group, and the Chief’s Youth Advisory Board.

Office of Professional Standards and Accountability

Led by Deputy Chief Lance Brede, the office enhances overall operations, administrative functions, productivity, and accountability (Internal Affairs) within the Department. The office also manages the Public Affairs Unit (formerly known as Community Engagement) and Media Relations/PIO.

On October 1, 2021, Fremont Police Department (FPD) officially swore in new Police Chief Sean Washington. As part of his new role, Chief Washington developed a Police Chief Transition Plan detailing his commitment to continuing FPD’s community-based policing philosophy as well as his priority goals for the first 180 days of the transition and beyond.

Earlier this year, Chief Washington hosted several discussions to address various community concerns. The feedback received during these conversations is represented in the Plan, which will guide FPD as it prioritizes Police Officer health, wellness, and training to deliver the highest level of service to the Fremont community.

Chief Washington’s vision is centered around six primary goals:

Enhance Community Relationships, Trust, and Police Legitimacy
Assess Organizational Effectiveness & Efficiency
Conduct a Comprehensive Review of Policies & Procedures
Provide Better Staffing, Professional Development, Training, and Education
Increase Internal Communication, Team Building, and Employee Wellness
Build City of Fremont Partnerships & Support City Initiatives

Within these overarching goals, the Plan also outlines Chief Washington’s commitment to other objectives such as hiring and diversity.
