Purpose
In its final reporting, President Obama's Task Force on 21st Century Policing (2015) emphasized the long term benefits of community policing. In fostering a culture which reflects our diverse community, the importance of youth cannot be ignored. Upon his appointment, Police Chief Sean Washington embraced the task force's recommendations and highlighted the necessity to recognize our youth's contributions and the value of collaborative efforts. With the success of the Police Chief's Community Advisory Group, a similar working group is to be established to better understand the needs of Fremont's youth. Further, this Department strives to engage in authentic discourse and the development of working relationships with our city's future leaders.
The Chief's Youth Advisory Board shall do the following:
- Connect young leaders with members of the Fremont Police Department, up to and including, the Chief of Police
- Conduct listening sessions with one another to learn of shared experiences
- Collaborate on long term goals for our community
- Introduce youth to subject matter experts within the field of criminal justice
- Provide educational opportunities and learning experiences for participating stakeholders
Eligibility
The Chief's Youth Advisory Board is open to all high school students (9th through 12th grade) who attend public, private, or alternative schools located in the city of Fremont. Potential candidates should:
- Express interest in furthering dialogue on community policing
- Demonstrate passion for civic engagement and playing a role in youth advocacy
- Be open minded and willing to collaborate with peers and the police
- Demonstrate leadership at school and within their community
- Have a minimum grade point average of 2.0
Expectations
Youth Board members shall:
- Attend all scheduled meetings
- Participate in discussions while also respecting the lived experience of others
- Be active listeners while also challenging one another for innovative and critical thinking
- Communicate & collaborate with fellow Board members, Fremont Police and the community at large
Selection Process
The Fremont Police Department School Resource Officer Unit & Fremont Youth & Family Services will review all applications. The City of Fremont does not discriminate on the basis of gender, race, religion, national origin or disabilities. All applications are kept confidential. The Board will be made up of 14 individuals. The Police Chief can make additional appointments at his discretion, however. Applicants will be notified via e-mail and US mail regarding their selection. Youth Board members serve a maximum of 2 years.
Selection process is open and ongoing year round. A first review of initial applications will take place in late January 2023.
Application Process
Applications are due on October 18, 2024. Interviews will take place October 21 - November 25, 2024.

- The application is a fillable PDF file. Please be sure to save your responses. You may also wish to print out the application and manually complete it in ink.
- Obtain a letter of recommendation from a teacher (no template provided)
- Submit the completed application and letter of recommendation to Sgt. Richard Hamblin via mail or email. Applications may also be dropped off at the Fremont Police Department during regular lobby hours (M-F 6:30 a.m. - 5:30 p.m.)
NOTE: The Police Department lobby is open to the public Monday – Friday 6:30 a.m. - 5:30 p.m. and closed on City-observed holidays.
