In July 2021, the Fremont City Council requested that staff review ordinances of other cities that promote urban agriculture and the keeping of livestock in residentially zoned areas and to bring back to City Council amendments to the Animal Ordinance to encourage urban agriculture. As a result of the request in 2021, City staff drafted proposed amendments to permit bees in residentially zoned areas and regulate ownership to ensure the safety of the animals and the community. On October 4, 2022, the Fremont City Council adopted the proposed amendments except for the section pertaining to beekeeping. City staff was asked to do more outreach to the beekeeping community and propose ordinance amendments. On November 28, 2022, city staff met with the beekeeping community to discuss beekeeping within Fremont and beekeeping ordinances in other cities throughout California. The City is seeking feedback on proposed beekeeping ordinance amendments to present to Fremont City Council on February 21, 2023.
